What would it take for Hamas and Fatah to reconcile?

Mahmoud Abbas, the Palestinian president, has said he would call for elections in 2009 if his Fatah movement and its rival Hamas do not reconcile by the end of the year. Hamas immediately denounced his remarks. What would elections achieve and how would they take place considering Hamas and Fatah now dominate separate territories and the likelihood of Hamas refusing to participate? How can reconciliation between the two factions be reached?
